This is importantly different from saying “Modern-legal cards are legal,” because we’re not arbitrarily applying the Modern banned list to this format.

WebThere are many more cards from each set that are relevant than the number of cards being banned. Modern has been incredibly diverse recently. Being able to print good cards and ban the more broken ones keeps the formats interesting and keeps the meta from settling. It's hard to have a perfectly designed set that requires 0 bans.
